Program a keyboard

Hello,

I would like to be able to change all the fonction of the key on my keyboard. But I don't just change the key, like saying that the "i" is now a "k" or stuff like this (this is something that sharp key can help us to do), but I would like that for example the "alt" become a "ctrl" and that "maj + alt" become a "page up" for example.

Another example: on an Azerty keyboard, the "." can be accessed only with "maj + ;".
I would like to inverse the two symbole. I would like that just pressing ";" would type "." and that pressing "maj+;" would type ";".

Windows 7.

I plan to install Linux (I have not the time right now) so I am also interested by the answer for Linux :)

GNU/Linux: search for stuff like XKB, xmodmap, xdotools, autokey, etc. Or try Pystromo.
