Assigning keys in OSX

Can OSX differentiate between the left and right ALT keys so that they are different?

Is there any way to assign the Windows menu key (to the left of the right Ctrl key)  to do anything? On Mac, I notice it does nothing. I'd like to be able to at least assign it some function.

It's not an easy task on OSX, but there are a few helpful tools. Check out the following links and see if they help:

i've had good luck reassigning keys with spark: (its actually free, amazingly)
