strange problem with Ducky S3 TKL key registration

I posted this in simple questions thread, but it has become a bit more than that, so I thought I will ask here to follow it better, hope nobody minds:

My ducky shine 3 TKL US version (from the NL as the UK layout is rubbish) has developed a strange problem: I have to press ' key I have to press it twice as on the first press nothing happens and then it appears double(after I pressed it twice) (this is after re-installing windows as I rebuilt my waterloop/cooling), it was working fine before.

I have so far updated the firmware to the latest, reset the settings to default, tried other USB ports with no success. (even replaced the usb cable)
I contacted ducky on their facebook page and they told me to talk to the ones who sold it to me in NL.

But it has never occurred to me to try it on another pc. So I just tried it on my mac air and it works absolutely fine!
So it must be a windows/driver thing ..but I just installed windows fresh.

Any things you guys recommend me trying?

andddd...its fixed

I fixed it but it's still strange for me: so, I had location: UK, with United states/International Keyboard and it was doing that.
Now I have added United Kingdom for keyboard but with a US layout and it works fine again! :-)
