It's hard to tell from those pics but those key caps look similar to the ones used on the full size Model Ms that were for airline ticket/reservation/data entry terminals.

Edit: However, the arrow keys are labeled "partn". So, maybe it's a non-industrial version of the ones used in the automotive industry.
