It don't think it's emulated. Judging by the description, I think he actually installed Openstep 4.2 on the Mini.
This is also Black Hole inc, the guy who buys and sells NeXT machines for a living (he is like ClickyKeyboards.com but for NeXT stuff).
We got a keyboard off of him because our Non-ADB board had bad switches and we decided that it would be more cost efficient than our other options*. This price seems a tad steeper than it's really worth, but I think the same of ClickyKeyboards. I wouldn't consider it a "great deal" since it's retail.
*For my work-study, I've been working on a NeXTStation Color getting it up and running for fun (and to play Doom in the most nerdy way possible). It's so much work without the exact correct hardware...
