In that new photo, the component appears to be labeled with a zero. If that's the case it's not a component at all, but just a bridge between these solder pads. You could replace it with a solder bridge or a bare strand of wire.
It's not unusual to see these on circuits which have been revised or have options. Rather than revise the board, it's just easier/cheaper to bridge points with these, basically, fake components which will feed through the same machinery and just connect two points.
