Is this an Alps slider rubber dome? Can't tell. Labeled as "silent" by the seller. Otherwise I've got nothing.

It does look suspiciously like a slider over rubber dome.  The Deskthority Wiki has a picture of one that looks very much like it except that the slider is white: it is called "Tulip dome with slider".

Does the keyboard look like one of these otherwise?

Well it is a Tulip branded board so I'd say you are correct. :P

Weird to have nice doubleshots and then use ****ty domes with slider.

The keycaps are at least alps mount double shot, though they look thin.
I haven't heard of any kind of thick Alps-mount doubleshots yet. All the ones I've seen and heard of are thin.
