It stays open for as long as ETF says it does (usually 4-5 minutes, but on occassion it'll be 15 mins)  Look for it in the post when he updates.

Nope, no schedule.  Usually between 1-6 PST he'll post the birb - which is a 5 minute warning for the main event.

As to where he posts the google docs link: look on the first page, main post and ETF will update where he intends to post the link (ebay, mechmarket, or here).
