According to other threads here about Fanuc boards, these could be semi-mechanical "hybrid" switches. Or maybe they're just rubber domes; you've got me. It's just something you don't see every day, unless maybe you work in a metal fabrication shop.
Funny how it has only a partial alphabet. And it looks like it still has oil on it from the shop floor—bonus!
