I can see the reasoning behind wanted to see what the public bids will go up to instead of putting a BIN with BO or auction with high starting price.
Maybe the reserve is insanely high and the seller is just testing the waters.
2% not $2
If you have no intention of selling below $1K then why not be transparent and fair and start the bidding at that point? That is what "real" auctions always do.
Ebay propaganda is always biased in favor of buyers, and getting people inflamed in bidding wars is good marketing for the future.
