Daniel, I understand your side of it, that you are frustrated because the GB organizer (boost) is not the one receiving payments. You are right that it's not hard to make an invoice within Paypal and request money from the buyers.
However, if you want to participate in the GB, you have to follow the instructions of the organizer. And the instructions we were given were to send payment to another party, then fill out a form. That also is not a hard thing to do. 
He tied up his money in Bill Me Later because he was expecting to be able to pay using that service, but you can only use that if you are invoiced. I almost did the exact same thing. The "following instructions" part isn't the hard part, the sending money he no longer has the required access to that is difficult. What someone (boost?) could do is invoice him the cost, and then use that amount from his paypal balance to send to DrugER.
edit: dan, if you are comfortable with me proxying the payment for you, I could do it? I invoice you, you pay me from bill me later, i send payment to DrugER and give you the info to fill out the form/inform boost of the situation.
