Unless I'm missing something then no. The top drawing is not the plan, or the bottom drawing is not the front elevation - the two are mutually incompatible for that relationship. The inner pair of vertical lines on the plan should extend to the horizontal lines to make it fit the elevation, or the elevation should have (at least) a horizontal line all the way across its top, rather than being a stretched U.
Regardless, without seeing the east (by convention) elevation we can't know what it looks like, it could have windows and a door, it could have a M4 hole drilled and tapped, it could have a picture of your ma'!
