I tested it on one of my Poker X boards. According to the manual it's supposed to turn the left Win Key into a left FN key, but in my experience it did not do that. The left WinKey no longer registered as a WinKey, but it did not function as an FN key either. The right FN key continued to work, as expected, but the left FN key did not allow me to use any of the FN layer items.
I don't believe DIP Switch 4 is functional. I vaguely remember someone saying that in a thread somewhere, but I can't recall it at the moment. In my experience, using a Mac, it did not work as intended.

Your DIP switch is reversed. From what I have read, this was a production error on the first model.
So by activating switch#4, you have deactivated the Win key, which is what switch 1 does.
Here are the DIP switches functions (Poker X without the production mistake, from the manual):
Switch 1 ON = Window_L(FN_L) Lock
Switch 2 ON = FN_L(Window_L) , ALT_L Swap Position
Switch 3 ON = Caps Lock , Ctrl_L Swap Position
Switch 4 ON = Window_L Change To FN_L
Here is what yours are (Poker X with the production mistake):
Switch 4 ON = Window_L(FN_L) Lock
Switch 3 ON = FN_L(Window_L) , ALT_L Swap Position
Switch 2 ON = Caps Lock , Ctrl_L Swap Position
Switch 1 ON = Window_L Change To FN_L
