It's got 2 coats of clear matt finish protective coat on it.  Yeah without it, it would rub off!  Also, that small chip, it's not there.  Not sure why there is a spec there.
Here's what I did and I am in no way a pro painting person. 
1. sand it (i don't even know what grade - some random rough sand paper)
2. 2 coats of 2x primer
3. 3 coats of metallic paint (or like 2.5)
4. 2 coats of clear protective matt finish
One thing of note.  I do this outside quickly then bring it inside (the garage) to "dry"  It's getting cold where I live and too cold, hot or humid can do really bad things.  Also, if you leave it outside, bird poop and other crap gets on it.  I don't have a "clean" paint room so yeah..
