shot in the dark, my two guesses:

1. heat affects the dye's viscosity which affects the concentration of the color, resulting in a thinner overall dye and lighter color.
2. there's an actual chemical change that affects the color, due to some specific properties.

The only PBT set I know of that has stepped center stem caps lock is Leopolds, and theirs has a longer top step barely making it stepped.
