A: Photekq, and I guess, from Photekq.

Yep.  Photekq is the man for these.  Wonderful caps, too.  My understanding is that he'll be modifying future designs to be a bit lighter (these things are super heavy).  Check out his IC thread and stay tuned.

It is I! I'm afraid, as Hoffman said, they're currently in a testing phase where I'm trying to make the design better with every revision and so they aren't available to the public right now. Soon though.. Soon.
