I understand his frustration. But afaik there is only one person making the caps and hence very limited numbers, and a lot of people enter these raffles. The chances are very slim anyways.

I believe you're chosen first then they are filled. That is why it asks what is the max amount as opposed to the actual amount.

Chosen randomly then if anything you selected is still available you get up to the max number of caps you selected.

If anything, selecting everything available that you like and the max allowed would increase your odds.
