Your information is actually incorrect. Both China and Vietnam are a part of the Berne Convention (you can google this for more info).
While yes, it is difficult to enforce copyrights in other countries, it is possible and has been done, even on a small scale. There are
law offices in these perspective countries that specialize in this.
Viet Nam is a part of the WIPO - which means legal means can be brought to the infringing parties.

having been to vietnam, China, Hong Kong and Indonesia i doubt you'll have much luck getting anything done in this situation.
