While yes, it is difficult to enforce copyrights in other countries, it is possible and has been done, even on a small scale. There are
law offices in these perspective countries that specialize in this.
Viet Nam is a part of the WIPO - which means legal means can be brought to the infringing parties.

having been to vietnam, China, Hong Kong and Indonesia i doubt you'll have much luck getting anything done in this situation.
