This. My first child (daughter) used training wheels for a long time.
When my son came along, we started with training wheels and it was not going anywhere. Then I read about taking off both training wheels and pedals, and allowing him to practice in a flat parking lot with just feet. He quickly learned balance and propulsion, and when I put the pedals back on, he knew just what to do.
I strongly recommend the "no pedals" technique to new parents.
