I have my withholding set up with my employer so that at the end of the year, I don't owe anything, and don't get anything back. That's why I haven't seen any need to file a return for the past couple years. That's why we should go to a flat tax, and never have to file another return again.
I know quite a few people who like to have their employer withhold the maximum amount, so that they get a huge refund at the end of the year. Personally, I like to have my money now, when I need it, rather than giving the Treasury Department an interest-free loan from my paychecks.
