Absolutey. When all social units were family or village units (and the village was probably mostly cousins anyway) selfishness was not a viable thing.
Life was simply too difficult and not cooperating was simply not an option.
Civilization is a double-edged sword, and regulation is the only means of prevent it from cutting the wrong way.
