Not everyone in the world uses a modern toilet, they squat over something, whether that is a hole in the floor (often not just a hole but a toilet bowl in the floor but also could just be a hole), a bucket, the ditch etc depends on locale....so when they find themselves presented with a toilet they may not realize they are supposed to sit on it.

Personally I just use a squatty potty.

I don't even begin to understand this TP, aren't you born in China?

People from China are so used to squat toilets that a lot will squat on the bowl if they see one. That's why lots of toilets in Singapore now have footprints on the toilet seat - recent immigrants from China keep squatting on the seat.
