• We're increasing the time for buyers to file merchandise disputes (Item Not Received and Significantly Not as Described) from 45 days to 180 days.
• We're extending buyer protection to include item not received claims for custom made products.
• Because PayPal Seller Protection and Buyer Protection policies may vary from country to country, we're adding language to clarify which country's policy applies when a seller makes a sale to a buyer outside of the U.S.

I think the increase from 45 days to 180 is a good move.

As someone who has sold more than I have bought, I have consequently been screwed by dishonest buyers more times than I have been helped when I had a legitimate complaint.

45 days is plenty of time. There is nothing, anywhere, that takes longer than a month and a half via any delivery service.

This is probably meant as much for rule change number 2 than normal transactions.  But I can see someone breaking what they bought within 180 days and then saying "item significantly different than described", too.  I would be unsurprised if there wasn't an escalation chain that would start based off of date received to help prevent that from being a real nuisance, though.


International shipment does take that long, especially if customs come into the picture. But you are right, if this is a Conus only transaction, then the window is just too long for people to change their mind and file a claim.

int'l claims could already be made within 180 days.

There are plenty of things that I could easily wear out in far less than 180 days of normal use.

Agreed, I see a lot of buyers taking advantage of this in a system where they already have the advantage in any dispute.

As someone who commissions clothing and things that are made by order, and from artists  who have backlogs and such, I quite like this change.

I've never had anything sketchy happen, but considering the timescales I'm usually working with, only having 45 days to file a complaint was gonna lead to heartache eventually.
If today had been a hippo, then you'd really have to worry about tomorrow.
