You can't get mad cow disease from eating the cow muscle, only cells in the nervous system. <According to the people selling beef, ala USDA>
But, they're talking about the central nervous system, brain spinal cord, There's also the Peripheral nervous system which are neurological tracks that are laid THROUGHOUT the body, even if the potential BSE prion concentration was smaller, it's NOT ZERO. At which point, it only comes down to Scale, and Infections are CERTAIN.
How did the cow GET infected, they ATE BSE Prions. Those prions traveled along the Autonomic nervous system up TOWARDS the BRAIN --> Mad cow.
Ok... ?
Buhhttt have you seen the slaughter house? You think they wipe and disinfect every knife and tool?
Most of the kill houses for big animals like cows use chainsaws, and they saw through the whole length of the cow.
How EXACTLY could you avoid nervous system cells in a place that's Dirty and manned by people who couldn't give a damn, and didn't even have the educational lvl/ capability to get a better job in the first place.
You're talking about the least educated, most careless workforce, / likely drug addicts.
90% of US cows were not even tested for Mad Cow during the big break-out, because they just decided, Hey that's too expensive.
It's probably endemic, and would explain some of what we're seeing, Mad-Hughmahnns.

We are on the precipice of signing an agreement to advance talks with Iran that preserves the good parts of former President Barack Obama’s Joint Comprehensive Plan of Action (JCPOA) while amplifying its flaws.
Mr. Obama came to an agreement that did not involve America’s most precious treasure, the lives and limbs of our soldiers. The 1.7 billion dollars of frozen Iranian assets released by Obama pales in comparison to the 300 billion being floated as a rebuilding fund.
So far, speculation that Iran will be free in the future to continue its nuclear program is the opposite of Trump’s stated goal for the war and in direct opposition to what Mr. Obama negotiated.

MCD test can only be performed on dead animals, like rabies. Mostly is is about prevention, separating older or sick cattle from the rest of the herd. That is why they test such a small amount, they do not need to test every single cow. If one has been infected in a herd that has gone to slaughter, chances are they all have. It is a reasonable cost saving measure.
