Here in East Tennessee it was bitter cold, then last week was beautiful, and now it is supposed to rain for quite a while. That sounds like spring to me.

Now to decide when to plant a garden, and hope that there is no surprise late freeze, as often happens.

The best weather is 9 C (48 F for lunatics) with clear skies and full sun. Perfect t-shirt weather. Anything more is too hot, too far below that and you might need a sweater.

last I remember he doesn't live relatively far from it as it is, lol. 
IMO 15-23c is the perfect temp, but being I'm used to the soggy heat here in Georgia, US would be why.  When I visit friends and family in MA, I always get to hear them complain when it gets in the upper set of what I find comfortable.

No, it's pretty much that weather here right now (when the skies are clear xD).

Of course, this is assuming you're actually doing something. If you're just sitting still outside, a bit higher is acceptable.
