Can I please have a summary of the BILL?

I read the article, and I get the basics (threatening the privacy of the Internet and removing Free Speech) of the bill, but I'd like to know the specifics, like who gets targeted or if it's a blanket thing (Probably the latter).

Why should I tell the internet my SSN, mother's maiden name, send in a DNA sample, scan my retina, name my (non existent) spouse and children, and copy all of my DMV information?  The powers that be already have my name in their corporate database.  Privacy is a lie anymore.
