I've used it. It's messy, and a pain in the ass (you have to reapply where it slides off during its drying). Only use it where you absolutely have to.
I use it when I need to water proof a wire splice. Slather it on, cover it with heat shrink tubing, and shrink it before it cures.

That would would make it so that it couldn't slide off the wires while it dries, with the added benefit of water resistance (but I wouldn't go so far as saying it waterproofs). But you usually use liquid electrical tape when you can't get shrink tubing on without cutting the wires (ex: splicing into an existing circuit).
Who knows, it could be like the thick concrete of dams that never completely cures all the way through. As long as whatever contacts the air is dried what does it matter?
