lol those specs are drastically overshooting SFIV. With a 970 you'll be good until SF7
)
Graphic settings have nothing to do with lag time. You can have your graphics maxed out and not run well - your gameplay is still running at the set speed of the game's engine online. Once you hit cap settings, you won't magically add more frames of animation or make online play smoother. Just an FYI
h/o let me take some screen shots for you..
OK first image 8xeq Multisample AA, notice the screwed up background

Now 8xeq Supersample AA, MUCH better.. and very playable frame rates on 7970, you can get for $150 used on ebay..

I got to remember these settings when I actually commit to the parts I want for my PC.
Supersampling isn't usually an ingame setting because despite it's absolute superiority in image quality, it's very expensive relative to Multisample..
But as you see.. in this specific game.. Multisample does a poor job.
The reason behind this is.. SF4 started on Taito x2 hardware.. which is SLOW... so to make everything smooth, they rely on 3D-looking textures instead of 3D-objects for the background..
Now, Multisample AA doesn't work on textures, which is why nothing can be done about the detailed lines in the background.
The only way to restore detail, is Super sampling.. which renders the game @ 8x the resolution.. then (usually) uses bilinear scaling to target resolution (your monitor)..
