So I got in touch with my friend about Charter and he basically said they're all the same. The customer service is basically just like Verizon except it's easier to get in touch with an actual employee.
Regarding reliability, it's also pretty much the same LoL. He rarely gets downtime and just like all the other ISPs, they will throttle your connection during traffic hours unless you use a VPN, and really it's just like all the other ISPs. The main selling point for charter is simply the fact that it is cheap, and will stay cheap even after the 12months or 24months, the price doesn't skyrocket after the promotional period. So yeah, it's a solid choice for saving money, and that's probably a strong selling point if you're trying to convince your parents.
