So even though the USA has enough money to flip a switch and have the best damn educational system on the planet, It's simply not conducive to the welfare of the country to do so..
Instead, it's better for the USA to IMPORT high level labor..
Because when you import people from other nations, especially weaker english speaking nations, the majority of these people will most likely never enter management positions, as their communication skills are too weak..
So this supplies the country with continuous high level labor, without incurring a challenge of control within the command structure.
