If it's candy, it's probably sugar alcohols, not aspartame. So yeah, no need to worry about throat cancer (not that aspartame has been proven to cause that anyway.)

I would say not to eat anything that's expired, but considering this is candy from 2008... dude, wtf were you even thinking? (Have fun on the porcelain throne, btw.)

There are lots of things that are still good far past their sell-by dates, but not everything.

Sugar is an excellent preservative, but sugar-free loses the advantage.
