So you see, They're essentially part of the Magical universe, and while we perceive that they interact with the natural universe... THey do not.. whenever they're close or moving in their own dimension, Our dimension is merely giving way and shifting to the side...
But there's perceptible effect... So we can conclude that they do in fact exist.
And powers are relative, so if we designate a certain level of power to have a certain number attached, we can apply factors of that number to other beings power, assuming we can sense the relative difference in power. If not, the actual numbers are totally meaningless, except for knowing who's more powerful than who in a general sense.

No, the perceptible changes in our universe can not be assumed to correlate with static levels rating system.. because these are magical forces. It could in fact have non linear or even irrational propagation.
All perceptible changes in our universe are then Equally unmeasurable because it does not function as opposite the changes in the Magical universe, it has intersected, but we simply can not know if the universe actually converged or if equivalent exchange is enforced.
Hmmm, true. We don't know quite what
percentage of the actual power has leaked through. But we can measure
how much of it has by how much they can affect things in the real universe, so in effect that's how powerful they ARE to us, since we can't detect (and don't care about) how much they have in the non-detectable realm. So it still has some meaning to us.
Anyway, if you're taking a jab at my views, perhaps we should keep it in the relevant thread?
