It would seem that they're merely quibbling over the "Length" of reign, which is merely the result of serendipity from the perspective of the monkeys in-Charge.
Every person is sovereign and civilizational if you merely shorten the time span, relative power structure, and geography.
For example, YOU are a civiliational state, you have absolute dominance of your cells (body), you have enough ability to kill a single or multiple neighboring person you do not like, and you have about 80 years to do all those things.
So, by simply moving brackets back and forth, you can define anything as anything else.
What they're not discussing, IS, the pointlessness of the SELFISH - ENDEAVORS of MANKIND.
Selfishness is a necessity, to procure the time space to "become" an intellectual who does no work, and is fed by the public.
But AFTER THAT POINT, if the scope of intellect is merely "to Define" and " to Benefit" the HUMAN, There's an entire planet out there that's falling apart.
The Average level of intellect merely stops at Printing more COUPONS (money) which account for ENERGY (Oil Gas Coal) which are NOT RENEWABLE on ANY Human-"Civilizational" TIME SCALE.
