Dude, sounds like maybe they just can't ship that particular part?

They told me the reason was because they can't, they only allow their repair center to "repair" that problem

Probably because they only have one process for receiving and sending parts/computers. To service individual parts like this is essentially them opening a storefront to "sell" these small components, which they are not equipped to do. From their standpoint, from an inventory and "tracking" perspective, [whole computer] in and [whole computer] out is easier. Should they hire a few people, develop/lease some software, and set up what you and presumably many others need? Maybe. But they didn't. -_- (btw this is all speculatory based on my experience in other industries)
